Targeting OAA Legal Services to Those in Greatest Need Without Means Testing

When: Tuesday, January 23, 2018, at 11:00 a.m. PT/2:00 p.m. ET

Following the 1965 enactment of the Older Americans Act (OAA), and in recognition of the limits of OAA resources, Congress increasingly directed that they be targeted to those with greatest social or economic need. At the same time, Congress was clear that means testing is prohibited, raising a dilemma of how to target effectively without means testing.

How can this dilemma be addressed? Join us for this free webinar, Targeting OAA Legal Services to Those in Greatest Need without Means Testing to find out. Essential topics to be addressed include:

  • OAA targeting requirements
  • What is means testing, and what is prohibited and what is allowed
  • Practical steps that states, Legal Assistance Developers (LADs), Area Agencies on Aging, legal providers and others can take jointly to achieve targeting:
    • Identifying specific groups to be targeted
    • Establishing priority issue areas
    • Undertaking strategic outreach
    • Practicing cultural competence
    • Recognizing and addressing challenges in targeting

An Issue Brief will be released with the webinar.

  • Penelope Hommel, Co-Director, The Center for Social Gerontology

The webinar will take place on Tuesday, January 23, 2018 at 11:00 a.m. PT/2:00 p.m. ET.
