Understanding Medicaid is key to understanding the health and long-term care delivery system for older adults. Every year, over 7 million older adults rely on Medicaid to pay for necessary health services. Over two-thirds of all older adults who receive long-term care in their homes or in a nursing facility participate in the Medicaid program.
Medicaid enrollment grew significantly during the pandemic with a 41.5% increase in adult enrollment from February 2020-December 2022. However, the protections that allowed people to stay enrolled in Medicaid have ended and states are redetermining individuals’ eligibility for Medicaid. Medicaid unwinding poses many challenges for older adults, especially those dually eligible for Medicaid and Medicare, which makes it even more critical for legal assistance, elder rights, and aging and disability services professionals to understand the basics of Medicaid.
